Title 1
Title I Title I of the Elementary and Secondary Education Act (ESEA) is the largest federal assistance program to our nation's schools. ESEA was first established in 1965 and the most recent reauthorization in 2001 coined the phrase "No Child Left Behind" (NCLB). NCLB is built on four components: accountability for results, and emphasis on doing what works based on scientific research, expanded parental options and expanded local control and flexibility. Title I is designed to provide supplemental services to improve the achievement at schools with a high percentage of students eligible for free and reduced lunches. Title I initiatives must be closely aligned with School Improvement plans. Blountstown Elementary School is the only school in the district designed as Title I. BES has about 65% of its students who qualify for free or reduced lunches. Title I recognizes the importance of parental involvement and provides opportunities for parents to participate in school activities. This program provides opportunities for teachers and paraprofessionals to participate in researched based staff development activities based on the needs of the students. School Districts with Title I schools that have not made Adequate Yearly Progress for three consecutive years in reading, math, and/or writing, must offer supplemental educational services (SES) for eligible students, beginning with the 2008-2009 school year. Blountstown Elementary School is the only school in the district that will offer SES. The goal of these services is to ensure that students increase their proficiency in meeting the state's academic achievement standards in reading and math. Services may include such assistance as tutoring, remediation, and academic intervention and must take place outside the regular school day. Eligible children are from low-income families, as determined by the school district for the purpose of allocating funds under Title I. Priority must be given to the lowest-achieving children whenever funds are insufficient to meet the requests of all eligible children and their parents.
